United Water Conservation District (United) plans to submit a grant application for FEMA’s Hazard Mitigation Grant Program (HMGP) and respectfully requests that your agency provide a letter of support. This grant funding would provide a portion of the funding needed by United for the replacement of the aging Outlet Works, thus improving the seismic resilience of SFD.
The SFD is an integral part of UWCD’s operations and mission to manage and protect the water resources of the Santa Clara River Valley and the coastal Oxnard Plain in Ventura County. Water releases from the dam play a critical role in the sustainable replenishment of groundwater basins along the Santa Clara River and the direct delivery of water supplies to agricultural and urban users across the Oxnard Plain. In addition, releases from SFD play a pivotal role in seawater intrusion abatement along the coastal areas and improve water quality throughout the Oxnard Plain. The SFD and Lake Piru reservoir are essential for wildfire suppression efforts in both Ventura and Los Angeles Counties. The support of FEMA’s HMGP application would help protect Ventura County’s residents, the environment, and water resources for the future.
